Frost says under the trade deal the UK is supposed to be participating in the Horizon science programe, and related programmes, at a cost of £15bn over seven years.
But the EU has not allowed that yet, he says. He says if the EU does not intend to allow this, it would be in breach of the trade and cooperation agrement.
